Strategic Plan
In early 1999, the Local Highway Technical Assistance Council, (LHTAC) conducted a strategic planning process. In April, 1999 the Council and staff identified and listed a wide range of issues and concerns, which were then grouped into categories and goals were identified from these groupings. The goals were then prioritized and objectives were identified for all the goals. The staff was directed to review the goals and objectives, and provide the Council with issues and considerations for each objective. After the Council’s review — a strategic plan was developed: Strategic Plan for LHTAC 2000. In 2003 the Council recognized that many of the goals and objectives from 2000 had been realized and also recognized that new challenges and opportunities have come to the fore. In June, 2004 the Council met to review and assess the current state of affairs; this plan reflects those discussions.
In reviewing the goals and objectives it is clear that there are some fundamental capabilities that are required to accomplish many of the stated goals and objectives. Briefly, LHTAC must have the ability to gather information (technical, policy, statutory, financial, etc.), properly analyze it (engineering, policy, statute, statistical, etc), and effectively communicate to public and private concerns (publications, correspondence, liaison activities, public speaking).
LHTAC has the expertise and capability to accomplish the goals and objectives set forth by the Council. LHTAC has limited financial resources, and has typically limited its efforts to the highest priorities (on-going & one-time tasks). Occasionally, new opportunities and responsibilities have presented themselves, LHTAC’s usual response is best described as flexible and creative.
This strategic plan was developed to guide decision making of the Council and staff. It is adopted as a working document and as such will be modified by the Council as necessary to meet the evolving technical assistance needs of Cities, Counties and Highway Districts.
