Council Members
Lawrence “Dick” Edinger, Chairman
Chairman Edinger has served as a Commissioner for East Side Highway District since 1971. In addition to Highway District Chairman, the Chairman also serves as a Board Member for Idaho Association of Highway Districts (IAHD), is a Representative of KMPO (Kootenai Metro Planning Organization, and KCATT (Kootenai County Area Transportation Team). He was the 1995 Commissioner of the Year by the IAHD, and has served two terms as the President of the Kootenai County Association of Highway Districts. Chairman Edinger has been a resident of Coeur d’Alene since 1955.
Lan Smith, Vice-Chairman
Lan Smith has been a Gem County Commissioner for five years. He has been married 32 years and has five children and ten grandchildren. Mr. Smith earned his degree from the College of Southern Idaho in Fire Science, had a career in the fire service for 22 years, and was the Deputy Fire Chief for ten years. Mr. Smith has been on the Local Highway Technical Assistance Council since 2007 and is the current Vice Chairman.
Mr. Smith is very active in the community and has volunteered on multiple boards and worked with various associations. His accomplishments include: Chairman of the Idaho Association of Counties Transportation Committee, Chairman of the State of Idaho Juvenile Training Council, Walter Knox Memorial Hospital Board of Directors, Idaho Emergency Medical Services Personal Licensure Rules Taskforce, Mayor and Commissioners Youth Action Council, Boy Scouts of America with 25 years of service; Silver Beaver Award, District Award of Merit, Boise Fire Department life saving award, Former Uniform Fire Code Committee member and a Private Pilot.
Mac Pooler, Secretary/Treasurer
Mac Pooler has been the mayor of Kellogg since 2001 and began serving as a council member June, 2008. Mr. Pooler, born and raised in Kellogg, has been married to Margaret for 40 years, has two children and three grandchildren.
Mr. Pooler’s mission statement is “to work and make the city of Kellogg the best place to live not only for attracting new people but for the residents who have made Kellogg their home for many years.”
Mr. Pooler began working for the Idaho Water Company in Kellog in 1966 and was appointed manager in 1969. In 1974 a water district was formed where he served as manager for the water district until his retirement in 2004.
Mr. Pooler currently serves on the Governor’s Drinking Water Advisory Committee, staff member of Idaho Water Certification Board, Idaho Rural Water and AIC Legislative Committee member, an Trustee for Kellogg Elk’s Club #1841.
Clark Kauffman, Council Member
Clark Kauffman has served on the council since January 2000. Clark served four years in the U.S. Air Force and is a Vietnam Veteran. Clark has farmed in the Filer area for 25 years. Clark was elected as Filer Highway District Commissioner in 1992, and is currently a member of the Executive Committee of the Idaho Association of Highway Districts, Board member of the Filer Mutual Telephone Company, Board Member of the Idaho Hay Association, and Chairman of the Idaho Barley Commission.
Dan Schaeffer, Council Member
Dan Schaeffer has been a Highway commissioner for Hillsdale Highway District since 1992 and joined the LHTAC council this year. He is married to Tami and has six children, the live in the Paul, Idaho area where he is a Farmer/Feedlot owner.
Mr. Schaeffer has been a board member for Idaho Association of Highway District for the last 8 years and is the current past President. He has also been the Vice Chairman of the board for A & B Irrigation since 2003, and was appointed by Governor Butch Otter to the Comprehensive Aquifer Management Plan committee (CAMP).
Tad Hegsted, Council Member
Tad Hegsted has been a Jefferson County Commissioner since 2005 and has been serving as a LHTAC council member since 2006. Mr. Hegsted has been married to Paula for 30 years, they have five children. Four of Mr. Hegsted’s children are married and he has nine grandchildren.
Don Ebert, Council Member
Don Ebert has lived in Clearwater County his whole life. Mr. Ebert is married, has five children and seven grandchildren. He graduated from Timberline high school in 1980 and spent several years after that working in the woods. In 1992 Mr. Ebert graduated from LCSC with a BS in Business Administration. For ten years he owned and operated a rock crushing company. Currently they own and operate Mary Ann’s grocery store in Weippe.
Mr. Ebert has served on the Weippe City Council for 13 years, on the school board of district 171 for 9 years, a Clearwater County Commissioner for 8 years, a member of the Idaho Association of Counties public land and transportation committees, and served as the IAC District II President in 2009. Mr. Ebert has been a Local Highway Technical Assistance Council member since 2009.

Randy Prescott, Council Member
Randy has been a Soda Springs City Council member for 17 years and has been the Council President for the last 11 years. He has been married to his high school sweetheart, Rae Ann for 39 years and they have two children and five grandchildren.
He is currently on the Board of Directors as the Association of Idaho Cities District 6 representative and continues to serve on the Legislative Committee, and the Drug Task Force. In other, youth related, opportunities he is currently serving a third term as vice-chairman of the Idaho District Six Juvenile Justice Commission. He was a member of the Caribou County Children’s Mental Health Council, and remains active in the Caribou Youth Coalition.
Randy worked in all aspects of the phosphate mining industry for 41 years prior to retirement. “I feel strongly about preserving the quality of life that we enjoy and I will continue to work to maintain that quality; while efficiently managing the ever increasing costs. I believe that one should give their best effort in everything that they do.”
