Position: Administrator

Local Highway Technical Assistance Council (LHTAC) – Boise, Idaho

The Local Highway Technical Assistance Council (LHTAC) is seeking an experienced and collaborative Administrator to serve as the agency’s chief executive officer. Appointed by the LHTAC Council per Idaho Code 40-2403, the Administrator provides strategic leadership for agency operations, project delivery, financial management, and staff development while ensuring the successful administration of funding programs that support Idaho’s local highway jurisdictions. The Administrator works closely with local governments, the Idaho Transportation Department (ITD), the Federal Highway Administration (FHWA), legislators, and other stakeholders to help deliver safe and effective transportation infrastructure throughout Idaho.

Key Responsibilities

  • Provide executive and strategic leadership for agency operations, personnel, and budget management including hiring of agency employees.  
  • Oversee federally and state-funded highway, bridge, maintenance, and safety improvement programs.
  • Ensure compliance with applicable transportation regulations, funding requirements, and quality standards.
  • Develop and maintain strong partnerships with local, state, and federal agencies, elected officials, and community stakeholders.
  • Prepare and present reports to the LHTAC Council, ITD, legislators, and other interested parties.
  • Lead, mentor, and develop agency staff while fostering a culture of accountability and service.

Qualifications

  • Bachelor’s degree in Engineering, Planning, Public Administration, or a related field required.
  • Idaho Professional Engineer (P.E.) licensure preferred.
  • Experience in transportation infrastructure, project management, budgeting, and organizational leadership.
  • Demonstrated ability to build relationships, communicate effectively, and work successfully with public-sector partners and elected officials.

Compensation dependent on qualifications and experience
