INTRODUCTION:

LHTAC is hiring an engineering consulting firm to create a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) application to secure funding through the USDOT for 3700 North Road in western Twin Falls County, Idaho. The consultant will be tasked with reviewing the existing information provided (see attached), working with Filer HD, Buhl HD, and Twin Falls HD to update scope and costs, and turning the data into a complete RAISE application. 

The RAISE application is due July 12th and LHTAC’s estimated cost of developing the application is approximately $15k to $30k.

REQUIREMENTS:

This project requires an immediate need for a variety of staffing resources. The allocated staff should be able to complete the following;

• Sponsor coordination
• Federal grant proposals and/or application writing
• Benefit-Cost Analysis (BCA) by a qualified economist (or similarly qualified personnel) with experience on other federal grants

DELIVERABLE:

The deliverable for this project is a completed application for the RAISE grant due July 12, 2021.

RESPONSE:

The RFI response should be limited to two pages, single-sided. The response should include;

• Staff and their pertinent experience
• Staff availability
• Federal grant proposals and applicable success rate
