Description
The purpose of this webinar is to provide locals, counties and tribes with tools to expand capacity to design and implement alternative financial strategies for delivering transportation infrastructure. In this time of declining revenues and increasing fiscal requirements, it is imperative that the transportation industry be equipped with the knowledge and tools needed to evaluate project finance, revenue, and procurement options at the right time in the program delivery process. By being knowledgeable about a wide range of options, both traditional and non-traditional, counties, tribes and local highway agencies can better ensure that critical projects are adequately funded, delivered on schedule, and that continuing needs for the preservation and efficient operation of the system are taken into account.

Peter Mancauskas, Federal Highway Administration, Center for Innovative Finance Support (Peter.Mancauskas@dot.gov) is the Innovative Finance Program Manager, focusing on innovations such as GARVEE bonds, State Infrastructure Banks and Sec. 129 Loan programs. Before joining the CIF$ team, he served as the Finance Manager and Program Development Team Leader in the FHWA Vermont Division from 2007-2017. He received his BA in History from Villanova University and Juris Doctor from Vermont Law School.

Sharon Gordon, FHWA (Sharon.Gordon@dot.gov) has been with FHWA for more than 15 years. As a member of the Center for Local-aid Support (CLAS) team, she provides national leadership to advance innovation within local, tribal, and Federal Land Management Agencies (FLMAs). Sharon received a BS in Civil Engineering from Southern Illinois University and an MS in Public Administration from the University of Phoenix.
