The findings of this Update Study (1995) validate and reconfirm findings of the Initial Study completed in 1990. The most significant findings are:
- Idaho continues to have a very large backlog of unmet highway needs.
- The backlog results from a pattern of chronic underfunding of highway programs, a problem previously documented in the Initial Study.
- In the absence of aggressive actions, the backlog of highway needs will grow over time as roads and bridges continue to deteriorate faster than their needs can be addressed with current funding measures.
