UPDATED DTS Memo – Use of Traffic Control Supervisors with Expired and Online Certifications

Given concerns over the availability and/or possible shortage of certified traffic control supervisors (TCS) due to the Coronavirus Pandemic, new temporary measures are effective immediately:

1.Use of TCS with certifications that expire after October 31, 2019

  • ITD will allow TCS with certifications expiring after October 31, 2019 to continue working on projects through March 31, 2021.
  • Expired certifications must be renewed by March 31, 2021.
2. Use of TCS with certifications acquired through online virtual (instructor-led) training
  • Individuals that complete virtual TCS training prior to November 1, 2020 and receive their TCS certification are eligible to work on ITD projects through March 31, 2021.
    • ITD recognizes only TCS online certifications obtained through ATSSA and Evergreen Safety Council.
    • Certification cards need to indicate training was completed via an online virtual TCS training program.
    • TCS recertification must be completed through an in-person training session.
      • Recertification will be at the company’s or the individual’s expense.

3.Contractors (prime and/or sub) utilizing TCS with expired certifications and/or with certifications gained through a virtual training program must provide ITD with a list of TCS to be used on the project and the status of their certifications (current, expired, virtual) at, or prior to, the project pre-construction meeting.
