Problem: Previously, when ACHD replaced sidewalk panels adjacent to lawn areas, we over-excavated and disturbed an area approximately one foot wide by the length of the sidewalk being replaced (10′-20′ typically). This often caused damage to sprinkler heads and lines as well as causing a need to replace topsoil and sod. (more…)

Boundary County: Sand Bag Filler Chute

Problem: Boundary County Road and Bridge crews can often be called out to fill sandbags to reoccurring flooding problems occurring simultaneously throughout the county. In the past, this required a dump truck to dump a load of sand in an accessible spot and then sand bags were filled by crew members with hand shovels. This was a slow process and took many workers to complete the task. It was also a safety concern due to the possibilities of back injuries, and the need for speed to keep ahead of the water. (more…)

Instructions for Completing a State/Local Over-Legal Permit Agreement

LHTAC worked in cooperation with the Idaho Association of Highway Districts (IAHD), the Association of Idaho Cities (AIC) and the Idaho Association of Counties (IAC) to negotiate with the Idaho Transportation Department (ITD) to develop a process to assist local jurisdictions in issuing permits for Over-Legal loads. As a result, ITD has adopted an “Opt-in” process that allows Local Highway Jurisdictions (LHJ’s) to enter into an agreement that will allow ITD to issue permits on routes approved by the local jurisdictions.
