LHTAC is looking for YOUR FEEDBACK!

Public Comments on LHTAC’s Funding Applications will be taken April 9-27.The Local Highway Technical Assistance Council (LHTAC) will be accepting comments and suggestions for improvements on our current funding applications.

Areas open for comment include: the application process, format of applications, questions/scoring etc.

Comments must be submitted to lhtac@lhtac.org by April 27, 2018.
Please use LHTAC APPLICATION COMMENTS in the subject field of the email.

Prior to new applications coming out in fall of 2018, the LHTAC Council will review and take into consideration the comments received. Changes to applications will be approved at the September Council meeting and will appear in the final release of applications in fall of 2018.

Course 100: Principles of Land Acquisition

Course Description:
This course outlines real estate law terms and concepts. Participants will gain awareness of environmental issues, learn the methods of acquiring and transferring title to realty, three views of engineering plans and the fundamentals in property description systems. Topics also include the requirements of a valid contract, information on easements, deeds, leases, the appraisal process, successful negotiations, and relocation requirements involved with property acquisition and management.

Who should take this course:
This course is geared toward the new right-of-way professional with little or no experience in the right-of-way field, individuals specializing in a specific area, such as designers, engineers, construction inspection staff and right-of-way staff desiring a refresher course.

Long-Range Transportation Plan Steering Committee Meeting

The Idaho Transportation Department (ITD) is updating its long-range transportation plan, IDAGO 2040. The update is part of an ongoing process that identifies transportation challenges in Idaho and best practices to overcome those challenges. The updated plan will help ITD define transportation goals and assist in developing investment and operational strategies within available funding parameters.

HB312 – LHTAC 45 Day Update

As previously promised, the Local Highway Technical Assistance Council (LHTAC) is presenting the Idaho Legislature a 45 day update on the 2017 Local Highway Jurisdictions Report on House Bill 312.

Most jurisdictions file their report online, so the information is available immediately. A paper submittal is still allowed.  With a paper submittal, the report is sent to the State Controller’s Office, then forwarded to the Idaho Transportation Department and then LHTAC receives the information last.  This has created a timing problem to report all information to the legislature by the first day of the session.  LHTAC is working with ITD to find solutions to this problem. 

The report shows continuing significant shortfall with the estimated $362.9 million dollars of statewide local needs that have not been addressed.  This year shows a significant increase in other maintenance due to the record storm events of last year.

This updated report encompasses 99.8% of the total local HB312 funds dispersed.

Job Opening – Safety Staff Construction Engineer

The Safety Staff Construction Engineer assists the Safety Manager/Resident Engineer in managing Federal-aid construction projects and contracts. The position assists Local Highway Jurisdictions (LHJs) in selecting and managing project consultants for both development and construction of Safety projects administered by LHTAC.
