The Idaho Standards for Public Works Construction (ISPWC) Manual is a local standard for the construction and quality control of public works infrastructure projects. This manual and these standards are developed by an entity separate from the Local Highway Technical Assistance Council (LHTAC). LHTAC sells the manual for the ISPWC committee. Public agencies are encouraged to adopt and use the ISPWC manual by resolution, policy, or ordinance.
The ISPWC Executive Committee issued a new manual in 2020, superseding any prior manuals or updates. Below is an FAQ about ISPWC:

Attention: The ISPWC Committee wants to note that we will not be selling the Project Manual (formerly known as the Owners & Specifiers Manual). The Committee will be purchasing the documents through EJCDC when EJCDC updates the forms and will redline them to Idaho Standards. When the documents are updated, they will be for sale on the EJCDC website only.
All checks must be Paid to the Order of ISPWC. This is a change for 2025.
