Announcement from ITD: District 2 Event Postponed

Transportation Partners,

At the Idaho Transportation Board meeting on March 18^th, Director Brian Ness announced the postponement of our District 2 Transportation Workshop with the Idaho Transportation Board scheduled in Lewiston for April 15^th. When this meeting is rescheduled, invitations and announcements will be sent. The department plans to conduct the other workshops, starting in May, as originally scheduled. ITD will follow guidance from the Governor’s Office regarding public meetings and will update any plans as guidance evolves. Click HERE for more information on these workshops.

Conference Call Tip

With so many people using conference calls in place of in place of in-person meetings carriers systems are seeing record levels. Here is a tip from freeconferencecall.com that can help.

Schedule meetings to start 15 or 45 minutes past the hour rather than on the hour. Carrier networks are less congested at these times. If you could please post this final tip out to your social networks it would be a huge help. Please use the hashtag . This will help not just us and our fellow conferencing companies but everyone in the United States who is trying to use phone networks.

Public Meetings in the era of COVID-19

LHTAC would like to share information and guidance on public meetings and Open Meeting Law.

The issue relates to public meetings conducted by cities, counties or highway districts where one or more of the elected officials is uncomfortable appearing in person.

Above please find a Proclamation addressing the Open Meeting Law (OML). In it, the Governor suspends a portion the requirements of the Open Meetings Act concerning the requirement to have a physical location for public meetings during the emergency declaration related to the coronavirus.

The Governor wants to do all he can to support all levels of state government in continuing to operate and provide services to the people of Idaho during this difficult time, while also ensuring the public continues to have access to its government. The Proclamation is designed to address both of these important objectives.

This is being distribute to our locals and it is being asked for them to file with their respected Office of the Recorder of each County This is required by Idaho Code section 46-1008(2). Once it is recorded, please send a stamped copy to Hayden Rogers in our office at Hayden.Rogers@gov.idaho.gov

The Federal-aid Bridge, Small Urban Transportation Plans, and Rural scores and rankings were approved at the March 13, 2020 LHTAC Council Meeting.

Federal-aid Rural Application Rankings (PDF) STP Rural applications will be accepted every other program year (this is NOT an application year). The prioritized list of applications will be used for two years.
