Rebecca Howell joined LHTAC in December 2016 as a Construction Coordinator. The main part of her job is reviewing project documentation for accuracy and completeness from the CE&I before final close out.
Rebecca was born and raised in Boise. After High school she started working at the Idaho Transportation Department (ITD) and was there for almost 17 years. She worked in Financial Services, the Training Unit and the Materials Section, and then in the Asphalt Mix Lab. After ITD, she worked at Allwest for 3 years where she expanded her testing abilities to Aggregate, Soils and Concrete both in the lab and in the field.
Rebecca states that “After being in a lab setting for 10 years I am so excited to get back into the paperwork side of Construction.”
Safety and Tap Engineer (LHTAC)
LHTAC manages a variety of funding programs to assist Local Highway Jurisdictions (LHJs) in utilizing the available resources for maintenance and construction of Idaho’s Local Highway System. The position assists LHJs in selecting and managing project consultants to develop contract bid documents and associated documents for constructing transportation and pedestrian facilities.
This job requires extensive knowledge of Federal Highway Administration (FHWA) local assistance funding policies, procedures, and requirements as applied in Idaho. It requires knowledge of Idaho Transportation Department (ITD) local funding policies and procedures. The position requires knowledge of geotechnical, highway, and bridge construction and maintenance methods and materials.

Nick Veldhouse has been hired as the new executive director of the Idaho Association of Highway Districts.
The group represents and promotes the interests of 64 Idaho highway districts that are members.
Veldhouse was previously a vice president of the North Idaho Discovery Association, a non-profit group supporting STEM education. From 2004 through mid-2015, he was an agent and principal for Allstate Multi-Line Insurance Agency of Boise and Meridian. He has a bachelor’s degree in management from Boise State University and MBA from Northwest Nazarene University.
Already this winter many locations in Idaho have received historic amounts of precipitation, much of it as snowfall. Along with this precipitation have been weeks of unseasonable cold with several days of rainfall in between. What does this winter’s harsh conditions mean for the spring? We should prepare to deal with unprecedented levels of pavement breakup.
