The Idaho Transportation Department (ITD), together with KFH Group, Inc., is working to update the state’s intercity bus study, which was completed in 2011. The initial purpose of this study is to meet a Federal Transit Administration’s (FTA) requirement to conduct a consultation process to assess unmet needs for rural intercity bus service at least every four years. Additionally, the project intends to examine services funded by the existing program and provide recommendations regarding any needed changes in the services or the program. This analysis addresses intercity bus services operated by private for-profit firms (Greyhound Lines, Northwestern Trailways, Jefferson Lines, and Salt Lake Express), focusing on routes that are receiving funding through ITD under the FTA Section 5311(f) program of assistance for rural intercity bus service. During the 2019 Legislative Session, House Bill 168 became law that modified Idaho Code 49-1004 to grant ITD the authority to collect and hold funds to be used in determining the viability of a route being used as a 129K route. These moneys will be held in a newly established fund to assist in the technical analysis required for these routes on the local system.
Starting immediately if you, as a local highway entity, sell a permit allowing the movement of reducible loads (hay, sand, gravel, household goods, etc.) that exceed 105,500 lbs., you must collect an additional five dollars per permit. The additional five dollars per permit only applies to this type of permit. These funds are to be remitted to ITD on a monthly basis going forward. Submit a list of permits sold and funds collected that fall into this category to ITD, Attn: Revenue Operations, P.O. Box 34, Boise, ID 83707.
