LRHIP FY2026 Applications Received (PDF)
The Idaho Transportation Board in conjunction with the Idaho Transportation Department (ITD), and the Local Highway Technical Assistance Council (LHTAC) has developed this program to assist small cities, counties, and highway districts to improve the investment in their roadway infrastructure. The program is funded by an exchange of Federal-aid Rural funds for ITD State funds. At the request of the Idaho Transportation Board, LHTAC has agreed to administer this program and account for the expenditures of the funds based on criteria established by the Idaho Transportation Board and LHTAC.
Applications are graded by LHTAC staff and Council Members. The highest-rated applications are recommended for funding. The application process begins in September with applications being due in November and recipients being announced in March after the LHTAC Council meeting.
A one-year hiatus will be applied to those Local Highway Jurisdictions that receive LRHIP Construction project awards the previous year. A Federal-aid match for construction is considered a construction project.

LHTAC reserves $400,000 of this fund annually to help with emergency type projects. Jurisdictions can apply for up to $100,000 to help with an emergency.
Emergency LRHIP Application (PDF)
Project Document Summary (PDF) including before/after photos are due at the completion of the project. The LHTAC Council has approved new guidance going forward that LRHIP projects should be completed and closed out no later than the end of three (3) fiscal years – September 30th. If your project is not complete by the third fiscal year deadline, a written extension must be submitted to the LHTAC Council with justification for the need of an extension. It will be up to the LHTAC Council to approve the extension request. Jurisdictions that do not submit PDS documents or extensions may be required to repay funds. Jurisdictions will also be ineligible to apply for future funds until all documentation has been submitted.
