LHTAC has been tasked with the construction administration of local Federal-aid highway construction since 2009. The program has matured and grown from the initial successes of the Governor’s Discretionary program and ARRA projects to larger and more complex projects currently in the program. LHTAC works in close partnership with the private consultants of Idaho, the Idaho Transportation Department (ITD), and the local highway jurisdictions of Idaho to ensure continued success during construction. Projects are managed by LHTAC; however, the onsite construction engineering, inspection, and testing are accomplished through consulting firms selected by the local highway jurisdiction and LHTAC. This ensures local involvement and that qualified consultants are selected. This approach generates significant economic activity for private road contractors, road material suppliers, private consultant engineers, and has a beneficial multiplier effect on the local Idaho economy.

This approach allows us to work closely with the local sponsors and maintain good communication through the decision-making process that was started during design and completed through construction. The use of consultants allows LHTAC to maintain a small but effective workforce while bringing highly competent consultant engineering services to the projects throughout Idaho.
